Ontario Public Sector Salary Disclosure - Sunshine List 2025

The Public Sector Salary Disclosure Act, 1996 makes Ontario’s public sector more open and accountable to taxpayers. The act requires organizations that receive public funding from the Province of Ontario to make public, by March 31 each year, the names, positions, salaries and total taxable benefits of employees paid $100,000 or more in the previous calendar year.

Every year, the Ontario government publishes its annual Sunshine List of public sector servants with six-figure salaries. According to the document, Ontario Power Generation's 10,007 staffers made the Sunshine List, earning total compensation of $1,680,977,249.12 in 2024.

Topping the list for the Ontario Power Generation was President and Chief Executive Officer Kenneth Hartwick, who brought home $2,010,895.76 in 2024.

Following Kenneth Hartwick was Chief Operations Officer Nicolle Butcher, with annual earnings of $978,380.20. Chief Nuclear Officer Steve Gregoris made $919,310.33, Chief Projects Officer Subo Sinnathamby made $848,712.56, and Chief Financial Officer and Corporate Services Officer Aida Cipolla round out the top-five highest-paid employees with $835,093.85 for the Ontario Power Generation 2025 Sunshine List.

Breaking down the numbers

Among employees who received more than six-figure salaries in 2024, 612 received earnings between $100,000 and $110,000 followed by 3,382 who received between $110,001 and $150,000 , 4,187 received between $150,001 and $200,000 , 1,282 received between $200,001 and $250,000 , 352 received between $250,001 and $300,000 , and 192 received over $300,000 at the Ontario Power Generation.
