Ontario Public Sector Salary Disclosure - Sunshine List 2021

The Public Sector Salary Disclosure Act, 1996 makes Ontario’s public sector more open and accountable to taxpayers. The act requires organizations that receive public funding from the Province of Ontario to make public, by March 31 each year, the names, positions, salaries and total taxable benefits of employees paid $100,000 or more in the previous calendar year.

Every year, the Ontario government publishes its annual Sunshine List of public sector servants with six-figure salaries. According to the document, Government and Consumer Services's 1,378 staffers made the Sunshine List, earning total compensation of $163,766,762.78 in 2020.

At the top of the Government and Consumer Services Sunshine List

Topping the list for the Government and Consumer Services was Deputy Minister Hillary Hartley, who brought home $339,532.38 in 2020.

Following Hillary Hartley was Deputy Minister Karen Hughes, with annual earnings of $282,821.20. Corporate Chief Information and Information Technology Officer Dafna Carr made $258,836.51, Associate Deputy Minister Heidi Francis made $242,325.46, and Associate Deputy Minister David Hallett round out the top-five highest-paid employees with $238,658.17 for the Government and Consumer Services 2021 Sunshine List.

Breaking down the numbers

Among employees who received more than six-figure salaries in 2020, 635 received earnings between $100,000 and $110,000 followed by 653 who received between $110,001 and $150,000 , 67 received between $150,001 and $200,000 , 20 received between $200,001 and $250,000 , 2 received between $250,001 and $300,000 , and 1 received over $300,000 at the Government and Consumer Services.
