Ontario Public Sector Salary Disclosure - Sunshine List 2019

The Public Sector Salary Disclosure Act, 1996 makes Ontario’s public sector more open and accountable to taxpayers. The act requires organizations that receive public funding from the Province of Ontario to make public, by March 31 each year, the names, positions, salaries and total taxable benefits of employees paid $100,000 or more in the previous calendar year.

Every year, the Ontario government publishes its annual Sunshine List of public sector servants with six-figure salaries. According to the document, City of Toronto's 6,188 staffers made the Sunshine List, earning total compensation of $737,070,211.26 in 2018.

Topping the list for the City of Toronto was Deputy City Manager Giuliana Carbone, who brought home $310,350.73 in 2018.

Following Giuliana Carbone was Medical Officer of Health Eileen P Devilla, with annual earnings of $301,447.43. Deputy City Manager Internal Corporate Services M Josie Scioli made $279,614.03, Deputy City Manager Luigi Di Gironimo made $272,203.00, and Associate Medical Officer of Health Director Healthy Environments Howard Shapiro round out the top-five highest-paid employees with $270,139.66 for the City of Toronto 2019 Sunshine List.

Breaking down the numbers

Among employees who received more than six-figure salaries in 2018, 2,669 received earnings between $100,000 and $110,000 followed by 3,100 who received between $110,001 and $150,000 , 348 received between $150,001 and $200,000 , 56 received between $200,001 and $250,000 , 13 received between $250,001 and $300,000 , and 2 received over $300,000 at the City of Toronto.
