Ontario Public Sector Salary Disclosure - Sunshine List 2020

The Public Sector Salary Disclosure Act, 1996 makes Ontario’s public sector more open and accountable to taxpayers. The act requires organizations that receive public funding from the Province of Ontario to make public, by March 31 each year, the names, positions, salaries and total taxable benefits of employees paid $100,000 or more in the previous calendar year.

Every year, the Ontario government publishes its annual Sunshine List of public sector servants with six-figure salaries. According to the document, Training, Colleges and Universities's 212 staffers made the Sunshine List, earning total compensation of $25,329,768.70 in 2019.

Topping the list for the Training, Colleges and Universities was Deputy Minister Laurie Leblanc, who brought home $367,706.36 in 2019.

Following Laurie Leblanc was Deputy Minister George Zegarac, with annual earnings of $339,581.52. Assistant Deputy Minister Kelly Burke made $232,193.32, Assistant Deputy Minister, Employment and Training David Carter-Whitney made $216,207.47, and Assistant Deputy Minister Kelly Shields round out the top-five highest-paid employees with $179,188.11 for the Training, Colleges and Universities 2020 Sunshine List.

Breaking down the numbers

Among employees who received more than six-figure salaries in 2019, 104 received earnings between $100,000 and $110,000 followed by 91 who received between $110,001 and $150,000 , 13 received between $150,001 and $200,000 , 2 received between $200,001 and $250,000 , 2 received between $250,001 and $300,000 at the Training, Colleges and Universities.
