Ontario Public Sector Salary Disclosure - Sunshine List 2023

The Public Sector Salary Disclosure Act, 1996 makes Ontario’s public sector more open and accountable to taxpayers. The act requires organizations that receive public funding from the Province of Ontario to make public, by March 31 each year, the names, positions, salaries and total taxable benefits of employees paid $100,000 or more in the previous calendar year.

Every year, the Ontario government publishes its annual Sunshine List of public sector servants with six-figure salaries. According to the document, Colleges and Universities's 119 staffers made the Sunshine List, earning total compensation of $14,682,713.51 in 2022.

At the top of the Colleges and Universities Sunshine List

Topping the list for the Colleges and Universities was Deputy Minister Shelley Tapp, who brought home $293,854.56 in 2022.

Following Shelley Tapp was Deputy Minister Shannon Fuller, with annual earnings of $231,483.25. Assistant Deputy Minister, Postsecondary Education Division Kelly Shields made $210,301.41, Assistant Deputy Minister, Advanced Education Learner Supports Division Tamara Gilbert made $204,719.80, and Assistant Deputy Minister, Data, Research and Innovation Division Rachel Simeon round out the top-five highest-paid employees with $191,187.23 for the Colleges and Universities 2023 Sunshine List.

Breaking down the numbers

Among employees who received more than six-figure salaries in 2022, 48 received earnings between $100,000 and $110,000 followed by 58 who received between $110,001 and $150,000 , 9 received between $150,001 and $200,000 , 3 received between $200,001 and $250,000 , 1 received between $250,001 and $300,000 at the Colleges and Universities.
