Ontario Public Sector Salary Disclosure - Sunshine List 2025

The Public Sector Salary Disclosure Act, 1996 makes Ontario’s public sector more open and accountable to taxpayers. The act requires organizations that receive public funding from the Province of Ontario to make public, by March 31 each year, the names, positions, salaries and total taxable benefits of employees paid $100,000 or more in the previous calendar year.

Topping the list for the Environment, Conservation and Parks was Deputy Minister Serge Imbrogno, who brought home $509,731.28 in 2024.

Following Serge Imbrogno was Assistant Deputy Minister, Environmental Policy Division Alison Pilla, with annual earnings of $264,513.06. Deputy Minister Jonathan Lebi made $260,126.64, Assistant Deputy Minister, Climate Change and Resiliency Division Alexander Wood made $243,090.06, and Assistant Deputy Minister, Land and Water Division Chloe Tl Stuart round out the top-five highest-paid employees with $213,517.52 for the Environment, Conservation and Parks 2025 Sunshine List.

Breaking down the numbers

Among employees who received more than six-figure salaries in 2024, 422 received earnings between $100,000 and $110,000 followed by 755 who received between $110,001 and $150,000 , 41 received between $150,001 and $200,000 , 6 received between $200,001 and $250,000 , 2 received between $250,001 and $300,000 , and 1 received over $300,000 at the Environment, Conservation and Parks.
