Ontario Public Sector Salary Disclosure - Sunshine List 2025

The Public Sector Salary Disclosure Act, 1996 makes Ontario’s public sector more open and accountable to taxpayers. The act requires organizations that receive public funding from the Province of Ontario to make public, by March 31 each year, the names, positions, salaries and total taxable benefits of employees paid $100,000 or more in the previous calendar year.

Every year, the Ontario government publishes its annual Sunshine List of public sector servants with six-figure salaries. According to the document, Labour, Immigration, Training and Skills Development's 1,139 staffers made the Sunshine List, earning total compensation of $136,303,111.87 in 2024.

Topping the list for the Labour, Immigration, Training and Skills Development was Deputy Minister Greg Meredith, who brought home $390,123.09 in 2024.

Following Greg Meredith was Director, Strategy and Integration Branch William Roy, with annual earnings of $373,914.18. Provincial Physician Nikhil Rajaram made $323,517.14, Senior Medical Consultant Sylvie Hudon made $238,630.60, and Assistant Deputy Minister, Labour Relations Solutions Division Mary Incognito round out the top-five highest-paid employees with $225,816.63 for the Labour, Immigration, Training and Skills Development 2025 Sunshine List.

Breaking down the numbers

Among employees who received more than six-figure salaries in 2024, 403 received earnings between $100,000 and $110,000 followed by 686 who received between $110,001 and $150,000 , 39 received between $150,001 and $200,000 , 8 received between $200,001 and $250,000 , 3 received between $250,001 and $300,000 at the Labour, Immigration, Training and Skills Development.
