Ontario Public Sector Salary Disclosure - Sunshine List 2025

The Public Sector Salary Disclosure Act, 1996 makes Ontario’s public sector more open and accountable to taxpayers. The act requires organizations that receive public funding from the Province of Ontario to make public, by March 31 each year, the names, positions, salaries and total taxable benefits of employees paid $100,000 or more in the previous calendar year.

Every year, the Ontario government publishes its annual Sunshine List of public sector servants with six-figure salaries. According to the document, Tourism, Culture and Sport's 213 staffers made the Sunshine List, earning total compensation of $26,506,908.57 in 2024.

At the top of the Tourism, Culture and Sport Sunshine List

Topping the list for the Tourism, Culture and Sport was Deputy Minister Annina Chiarelli, who brought home $388,254.68 in 2024.

Following Annina Chiarelli was Deputy Minister Keith Palmer, with annual earnings of $274,452.66. Assistant Deputy Minister, Agency Relations and Accountability Lisa Lavecchia made $220,735.75, Assistant Deputy Minister, Tourism and Culture Katherine Kelly made $211,012.35, and Director, Policy Neil Coburn round out the top-five highest-paid employees with $192,953.77 for the Tourism, Culture and Sport 2025 Sunshine List.

Breaking down the numbers

Among employees who received more than six-figure salaries in 2024, 53 received earnings between $100,000 and $110,000 followed by 139 who received between $110,001 and $150,000 , 17 received between $150,001 and $200,000 , 2 received between $200,001 and $250,000 , 1 received between $250,001 and $300,000 , and 1 received over $300,000 at the Tourism, Culture and Sport.
