Ontario Public Sector Salary Disclosure - Sunshine List 2025

The Public Sector Salary Disclosure Act, 1996 makes Ontario’s public sector more open and accountable to taxpayers. The act requires organizations that receive public funding from the Province of Ontario to make public, by March 31 each year, the names, positions, salaries and total taxable benefits of employees paid $100,000 or more in the previous calendar year.

Topping the list for the University Of Waterloo was President Vivek Goel, who brought home $515,000.04 in 2024.

Following Vivek Goel was Vice-President, Academic and Provost James Rush, with annual earnings of $400,000.08. Professor Kenneth Klassen made $389,940.72, Professor Steve Fortin made $376,857.32, and Professor Raymond Laflamme round out the top-five highest-paid employees with $372,387.92 for the University Of Waterloo 2025 Sunshine List.

Breaking down the numbers

Among employees who received more than six-figure salaries in 2024, 319 received earnings between $100,000 and $110,000 followed by 775 who received between $110,001 and $150,000 , 577 received between $150,001 and $200,000 , 440 received between $200,001 and $250,000 , 107 received between $250,001 and $300,000 , and 27 received over $300,000 at the University Of Waterloo.
