Ontario Public Sector Salary Disclosure - Sunshine List 2023

The Public Sector Salary Disclosure Act, 1996 makes Ontario’s public sector more open and accountable to taxpayers. The act requires organizations that receive public funding from the Province of Ontario to make public, by March 31 each year, the names, positions, salaries and total taxable benefits of employees paid $100,000 or more in the previous calendar year.

Every year, the Ontario government publishes its annual Sunshine List of public sector servants with six-figure salaries. According to the document, Economic Development, Job Creation and Trade's 273 staffers made the Sunshine List, earning total compensation of $34,420,491.98 in 2022.

Topping the list for the Economic Development, Job Creation and Trade was Deputy Minister Stephen Rhodes, who brought home $330,928.98 in 2022.

Following Stephen Rhodes was Deputy Minister Giles Gherson, with annual earnings of $302,763.66. Deputy Minister Shirley Phillips made $266,439.16, Deputy Minister Maud Murray made $259,331.35, and Assistant Deputy Minister, Trade Policy, Industry and Investment David Barnes round out the top-five highest-paid employees with $219,650.90 for the Economic Development, Job Creation and Trade 2023 Sunshine List.

Breaking down the numbers

Among employees who received more than six-figure salaries in 2022, 71 received earnings between $100,000 and $110,000 followed by 168 who received between $110,001 and $150,000 , 27 received between $150,001 and $200,000 , 3 received between $200,001 and $250,000 , 2 received between $250,001 and $300,000 , and 2 received over $300,000 at the Economic Development, Job Creation and Trade.
