Ontario Public Sector Salary Disclosure - Sunshine List 2025

The Public Sector Salary Disclosure Act, 1996 makes Ontario’s public sector more open and accountable to taxpayers. The act requires organizations that receive public funding from the Province of Ontario to make public, by March 31 each year, the names, positions, salaries and total taxable benefits of employees paid $100,000 or more in the previous calendar year.

Following Wilhelm Rinas was Operations Supervisor, Water and Wastewater Darren Mahlman, with annual earnings of $247,068.56. Vice President, Operations Terry Bender made $205,347.78, Water and Wastewater Shift Lead Uttam Neupane made $201,963.59, and Vice President, Finance Natalie Dawn Peers round out the top-five highest-paid employees with $198,831.54 for the Ontario Clean Water Agency 2025 Sunshine List.

Breaking down the numbers

Among employees who received more than six-figure salaries in 2024, 128 received earnings between $100,000 and $110,000 followed by 200 who received between $110,001 and $150,000 , 34 received between $150,001 and $200,000 , 3 received between $200,001 and $250,000 , 1 received between $250,001 and $300,000 at the Ontario Clean Water Agency.
