Ontario Public Sector Salary Disclosure - Sunshine List 2025

The Public Sector Salary Disclosure Act, 1996 makes Ontario’s public sector more open and accountable to taxpayers. The act requires organizations that receive public funding from the Province of Ontario to make public, by March 31 each year, the names, positions, salaries and total taxable benefits of employees paid $100,000 or more in the previous calendar year.

2025 Ontario Sunshine List: Transportation Top Earners

Every year, the Ontario government publishes its annual Sunshine List of public sector servants with six-figure salaries. According to the document, Transportation's 1,580 staffers made the Sunshine List, earning total compensation of $192,519,319.96 in 2024.

At the top of the Transportation Sunshine List

Topping the list for the Transportation was Deputy Minister Douglas Jones, who brought home $403,825.61 in 2024.

Following Douglas Jones was Associate Deputy Minister Marcelle Crouse, with annual earnings of $267,557.57. Assistant Deputy Minister, Transportation Infrastructure Management Wilfred Doidge made $223,726.22, Assistant Deputy Minister, Integrated Policy and Planning Felix Fung made $217,079.58, and Chief Information Officer, Transportation Cluster Roman Corpuz round out the top-five highest-paid employees with $208,752.70 for the Transportation 2025 Sunshine List.

Breaking down the numbers

Among employees who received more than six-figure salaries in 2024, 436 received earnings between $100,000 and $110,000 followed by 1,055 who received between $110,001 and $150,000 , 80 received between $150,001 and $200,000 , 7 received between $200,001 and $250,000 , 1 received between $250,001 and $300,000 , and 1 received over $300,000 at the Transportation.
