Ontario Public Sector Salary Disclosure - Sunshine List 2003

The Public Sector Salary Disclosure Act, 1996 makes Ontario’s public sector more open and accountable to taxpayers. The act requires organizations that receive public funding from the Province of Ontario to make public, by March 31 each year, the names, positions, salaries and total taxable benefits of employees paid $100,000 or more in the previous calendar year.

Every year, the Ontario government publishes its annual Sunshine List of public sector servants with six-figure salaries. According to the document, WSIB's 129 staffers made the Sunshine List, earning total compensation of $17,156,639.03 in 2002.

Topping the list for the WSIB was President & CEO DAVID WILLIAMS, who brought home $608,434.06 in 2002.

Following DAVID WILLIAMS was Sr. VP, Operations BROCK C. HORSEMAN, with annual earnings of $309,633.28. VP, Investments HENRY GIBBS made $283,222.85, VP Prevention ROY MOULD made $217,506.16, and General Counsel PAUL HOLYOKE round out the top-five highest-paid employees with $203,035.10 for the WSIB 2003 Sunshine List.

Breaking down the numbers

Among employees who received more than six-figure salaries in 2002, 34 received earnings between $100,000 and $110,000 followed by 75 who received between $110,001 and $150,000 , 14 received between $150,001 and $200,000 , 3 received between $200,001 and $250,000 , 1 received between $250,001 and $300,000 , and 2 received over $300,000 at the WSIB.
