Ontario Public Sector Salary Disclosure - Sunshine List 2025

The Public Sector Salary Disclosure Act, 1996 makes Ontario’s public sector more open and accountable to taxpayers. The act requires organizations that receive public funding from the Province of Ontario to make public, by March 31 each year, the names, positions, salaries and total taxable benefits of employees paid $100,000 or more in the previous calendar year.

Topping the list for the Municipal Affairs and Housing was Deputy Minister Martha Greenberg, who brought home $395,390.13 in 2024.

Following Martha Greenberg was Assistant Deputy Minister, Community and Supportive Housing Division Angela Cooke, with annual earnings of $234,173.48. Assistant Deputy Minister, Municipal Services Division Hannah Evans made $216,935.89, Assistant Deputy Minister, Planning and Growth Division Sean Fraser made $197,909.67, and Assistant Deputy Minister, Local Government Division Caspar Hall round out the top-five highest-paid employees with $193,576.56 for the Municipal Affairs and Housing 2025 Sunshine List.

Among employees who received more than six-figure salaries in 2024, 59 received earnings between $100,000 and $110,000 followed by 188 who received between $110,001 and $150,000 , 25 received between $150,001 and $200,000 , 2 received between $200,001 and $250,000 , 1 received between $250,001 and $300,000 at the Municipal Affairs and Housing.
