Ontario Public Sector Salary Disclosure - Sunshine List 2025

The Public Sector Salary Disclosure Act, 1996 makes Ontario’s public sector more open and accountable to taxpayers. The act requires organizations that receive public funding from the Province of Ontario to make public, by March 31 each year, the names, positions, salaries and total taxable benefits of employees paid $100,000 or more in the previous calendar year.

Chair, Ontario Labour Relations Board Brian O’Byrne made $223,581.28, Director and Registrar, Ontario Labour Relations Board Catherine Gilbert made $185,768.77, and Deputy Director and Registrar Ursula Boylan round out the top-five highest-paid employees with $157,219.24 for the Ontario Labour Relations Board 2025 Sunshine List.
