Ontario Public Sector Salary Disclosure - Sunshine List 2025

The Public Sector Salary Disclosure Act, 1996 makes Ontario’s public sector more open and accountable to taxpayers. The act requires organizations that receive public funding from the Province of Ontario to make public, by March 31 each year, the names, positions, salaries and total taxable benefits of employees paid $100,000 or more in the previous calendar year.

Topping the list for the Catholic Children’s Aid Society was Chief Executive Officer Priscilla Manful, who brought home $237,740.35 in 2024.

Following Priscilla Manful was Chief Financial Officer Clara Secnik, with annual earnings of $215,300.26. Director of Quality, Strategy and Planning Kate Schumaker made $208,597.07, Director of Service Dionne Martin made $192,366.99, and Legal and Disclosure Services Director Lauren Stringer round out the top-five highest-paid employees with $169,763.21 for the Catholic Children’s Aid Society 2025 Sunshine List.

Breaking down the numbers

Among employees who received more than six-figure salaries in 2024, 143 received earnings between $100,000 and $110,000 followed by 58 who received between $110,001 and $150,000 , 16 received between $150,001 and $200,000 , 3 received between $200,001 and $250,000 at the Catholic Children’s Aid Society.
