Ontario Public Sector Salary Disclosure - Sunshine List 2025

The Public Sector Salary Disclosure Act, 1996 makes Ontario’s public sector more open and accountable to taxpayers. The act requires organizations that receive public funding from the Province of Ontario to make public, by March 31 each year, the names, positions, salaries and total taxable benefits of employees paid $100,000 or more in the previous calendar year.

Every year, the Ontario government publishes its annual Sunshine List of public sector servants with six-figure salaries. According to the document, Citizenship and Multiculturalism's 83 staffers made the Sunshine List, earning total compensation of $10,642,073.37 in 2024.

At the top of the Citizenship and Multiculturalism Sunshine List

Topping the list for the Citizenship and Multiculturalism was Deputy Minister Nosa Ero-Brown, who brought home $289,104.88 in 2024.

Following Nosa Ero-Brown was Assistant Deputy Minister, Citizenship, Inclusion and Heritage Michelle Gittens, with annual earnings of $205,774.29. Director, Heritage Policy and Programs Gavin Downing made $187,401.01, Assistant Deputy Minister, Anti-Racism Directorate Parminder Bhatthal made $183,742.54, and Director, Policy and Partnerships Janice Tepper round out the top-five highest-paid employees with $179,849.29 for the Citizenship and Multiculturalism 2025 Sunshine List.

Breaking down the numbers

Among employees who received more than six-figure salaries in 2024, 17 received earnings between $100,000 and $110,000 followed by 56 who received between $110,001 and $150,000 , 8 received between $150,001 and $200,000 , 1 received between $200,001 and $250,000 , 1 received between $250,001 and $300,000 at the Citizenship and Multiculturalism.
