Ontario Public Sector Salary Disclosure - Sunshine List 2025

The Public Sector Salary Disclosure Act, 1996 makes Ontario’s public sector more open and accountable to taxpayers. The act requires organizations that receive public funding from the Province of Ontario to make public, by March 31 each year, the names, positions, salaries and total taxable benefits of employees paid $100,000 or more in the previous calendar year.

Following Paul Dempsey was Managing Director, Elgin and Winter Garden Theatre Janet Gates, with annual earnings of $181,319.83. Chief Executive Officer, Ontario Heritage Trust Helen Chimirri-Russell made $174,348.87, Director, Heritage Programs Wayne Kelly made $162,098.02, and Senior Manager, General Manager Gail Packwood round out the top-five highest-paid employees with $151,095.22 for the Ontario Heritage Trust 2025 Sunshine List.
