On December 13, 2016 the Government of Newfoundland and Labrador passed legislation in the House of Assembly require an annual listing of all employees in departments and a number of agencies, boards, commissions, health care bodies, educational bodies and Crown corporations who receive total compensation of more than $100,000 in a year.

Every year, the Newfoundland and Labrador government publishes its annual Sunshine List of public sector servants with six-figure salaries. According to the document, Executive Council's 80 staffers made the Sunshine List, earning total compensation of $9,528,200.00 in 2021.

Topping the list for the Executive Council was Clerk of The Executive Council Krista Quinlan, who brought home $176,700.00 in 2021.

Following Krista Quinlan was Deputy Minister Patricia Hearn, with annual earnings of $175,600.00. Chief of Staff Peter Miles made $173,700.00, Chief Information Officer David Heffernan made $173,200.00, and Deputy Minister Judith Hearn round out the top-five highest-paid employees with $169,000.00 for the Executive Council 2022 Sunshine List.

Breaking down the numbers

Among employees who received more than six-figure salaries in 2021, 38 received earnings between $100,000 and $110,000 followed by 35 who received between $110,001 and $150,000 , 7 received between $150,001 and $200,000 at the Executive Council.
