The Public Sector Salary Disclosure Act, 1996 makes Ontario’s public sector more open and accountable to taxpayers. The act requires organizations that receive public funding from the Province of Ontario to make public, by March 31 each year, the names, positions, salaries and total taxable benefits of employees paid $100,000 or more in the previous calendar year.

Topping the list for the City of Windsor was Chief Administrative Officer Onorio Colucci, who brought home $247,144.84 in 2017.

Following Onorio Colucci was Police Chief Albert Frederick, with annual earnings of $241,086.26. Deputy Police Chief Richard Derus made $204,132.58, Deputy Police Chief Vincent Power made $200,717.18, and City Clerk/LicenceCommissioner Valerie Critchley round out the top-five highest-paid employees with $197,775.29 for the City of Windsor 2018 Sunshine List.
